Community-Based Monitoring System

Pursuant to Republic Act No. 11315 , otherwise known as the Community-Based Monitoring System (CBMS) Act approved on 17 April 2019 , and the Implementing Rules and Regulations (IRR) signed on 20 May 2020 , the PSA is mandated to implement the CBMS.

CBMS is an organized technology-based system of collecting , processing , and validating necessary disaggregated data , that may be used for planning, program implementation and impact monitoring at the local level while empowering communities to participate in the process.

CBMS Objectives

As stated in the CBMS Implementing Rules and Regulations (IRR), the following are the objectives of the CBMS:

  • to adopt a community-based monitoring system which generates updated and disaggregated data necessary in targeting beneficiaries;
  • to conduct more comprehensive poverty analysis and needs prioritization;
  • to design appropriate policies and interventions;
  • to provide mechanism for impact monitoring over time;
  • to provide information that will enable a system of public spending that warrants government allocation on areas and populace that are most wanting;
  • to establish a data collection, data sharing, and information management system which shall respect the fundamental human right to privacy, ensure data quality, and uphold data protection principles of legitimate purpose, transparency, and proportionality;
  • to establish CBMS database at the national and city/municipal level; and
  • to generate relevant statistics at higher levels that will complement and supplement the local level data.

CBMS Questionnaires

  • CBMS Barangay Profile Questionnaire (BPQ) – the barangay chairman or authorized official is the intended respondent for this questionnaire. The questionnaire gathers data on the physical characteristics of the barangay, as well as the available basic services and service institutions in the barangay.

  • CBMS Household Profile Questionnaire (HPQ) – used to list all usual residents of the household. The respondent for this questionnaire is any responsible adult member of the household who can provide the necessary information about the household members. It captures household and individual on various socioeconomic characteristics. It focuses on obtaining information on the CBMS core indicators from households. Demographic and other social characteristics are also captured in this questionnaire.
